SCDES is currently reviewing the application for an NPDES Stormwater permit and CZC Certification from the College of Charleston which proposes 1.6 acres of disturbance to consist of early site work preparation. Since this project site is located in a coastal county, the application requires SCDES’s Bureau of Coastal Management (BCM) to review the project for consistency with the South Carolina Coastal Zone Management Plan. BCM focuses their review on managing the state’s natural, historical and cultural resources based on State and Federal legislation.
Representatives from the SC State Historic Preservation Office, the Charleston County Coroner's Office, as well as City of Charleston staff were in attendance.

Public Meeting/Hearing
SCDES held a combination public meeting and public hearing on Nov. 18, 2025, to accept oral and written comments on the proposed project. The meeting/hearing was held at the Arthur M. Wilcox Auditorium in the Charleston Museum located at 360 Meeting Street, Charleston, SC 29403. An informational public meeting to share information and answer questions began at 6 pm and was followed by a formal public hearing. Oral and written comments were accepted.
All previously submitted written and oral comments will be considered in SCDES’s decision making process.
