Project Details 

For Consistency related to Federal Assistance to State and Local Governments (Subpart F, 15 CFR 930.90), the applicant must demonstrate that the project is consistent with applicable (project specific) CZMP Enforceable Policies. 

The applicant agency shall provide to the Department, in addition to the federal application, a brief evaluation on the relationship of the proposed activity and any reasonably foreseeable coastal effects to the enforceable policies of the management program. (15 CFR 930.94(c)). 

 
The Coastal Zone Consistency Section will need:  

A description of applicant agency, a description of federal funding assistance- including Federal Funding Agency and Program, and a narrative description of the Project Activities (Scope of Work). 

A letter which requests concurrence that the proposed activity is consistent with South Carolina's Coastal Zone Management Program, containing: 

  • Description of federal funding assistance- including Federal Funding Agency and Program
  • Site address, tax parcel number and parcel information
  • Narrative description of the Project Activities (Scope of Work)
  • Description of coordination and copy of comments from other agencies (e.g. State Historic Preservation Office, S.C. Department of Natural Resources, etc...)
  • Description of impacts to any coastal resources such as wetlands, or steps being taken to conserve or enhance coastal resources 

Site location map(s), construction drawing(s) as applicable, and photographs of property/site(s) if available. 

A description/SWPPP/Stormwater Report for Stormwater Water Quality treatment (BMP’s, dry pond, wet pond, infiltration, underground detention, WQMFTD, etc.)

Site Details    

Required Site details include the Site Name (project name), names of the County/Counties where the project is proposed, all Tax Map Parcel information for the project, as well as the Site address(es).  

 
Waters of the U.S./State Information   

CZC will require information on any federally jurisdictional wetlands, federally non jurisdictional (isolated) wetlands, other waters, or direct critical area on the Site.   

If any of the before-mentioned aquatic resources are located within the Site boundary, CZC will need to know if they are delineated and/or identified and if there are impacts. If there are impacts, the amount of impacts, a description of each impact and activity, and a list of all permits (e.g., USACOE Nationwide Permit, SCDES General Permit) and certifications that have been applied for or obtained for each impact will be required.    

Copies of any site survey, delineation, permits, mitigation, and/or impact documents related to the aquatic resources will additionally be required.

Geographic Areas of Particular Concern   

CZC may require information on any Geographic Areas of Particular Concern located on the Site.

State Threatened and Endangered Species   

CZC will require information on any threatened and endangered species located on the Site, including whether an evaluation has been performed for any State listed threatened and endangered species and their habitats. If any State threatened and endangered species are located on the Site, coordination with the South Carolina Department of Natural Resources will be required. All site evaluations and reports will be required to complete the CZC review, if applicable.

Archaeological and Cultural Resources   

CZC will require information on any archaeological and cultural resources located on the Site, including whether an evaluation has been performed for any archaeological or cultural resources. If any State archeological or cultural resources are located on the Site, coordination with the South Carolina Historic Preservation will be required. All site evaluations, reports, and Memorandums of Agreement or Understanding will be required to complete the CZC review, if applicable.
